 Is this a professional rating system? Is this like online voting for candidates from other countries? Does the rater have to be a student of the professor? I have not attended Oxford, but I'd like to rate the professors at Oxford. Can I urge all of my political supporters to sign in as students and rate this guy low? Do I have to know this professor?
